China issues regulation for ICV to have autonomous driving function test

Shanghai (ZXZC)- On August 3, China's Test Procedure of Autonomous Driving Functions on Intelligent-Connected Vehicle (Trial) (hereinafter referred to as the Test Procedure) was jointly issued by the National Technical Committee of Auto Standardization and China Industry Innovation Alliance for the Intelligent and Connected Vehicles.

The Test Procedure is applicable to the passenger vehicles and commercial vehicles which experience road tests for autonomous driving functions and specifies the testing scenarios, concrete testing steps as well as the standards for a car passing the test.

According to the Test Procedure, ICV is defined as new generation of vehicles equipped with advanced in-car sensors, controllers, actuators and other devices and integrated with modern communication and network technology, which are able to achieve the exchange and sharing of intelligent information between vehicles and other factors such as people, vehicles, roads and cloud, have the function of environmental awareness, intelligent decision-making and collaborative control, able to achieve “safe, efficient, comfortable, energy-saving” driving and, ultimately and enable driving to take place without human beings.

The Test Procedure stipulates that the roads used for tests should be flat and dry bituminous pavements or concrete pavements with the single lane measuring 3.5m to 3.75m in width. Besides, a vehicle should be tested under a favorable weather condition rather than such poor weather as rain, snowfall and hail, etc. The traffic signals and lines should be clearly visible for both testing drivers and car-borne visual sensors. Meanwhile, a test should be conducted where the electromagnetic environment will not evidently influence the vehicle's capability of communication and interconnection.

Under the Test Procedure, a vehicle should be tested in the autonomous driving mode with the exception of autonomous emergency braking and manual take-over. What's more, the autonomous vehicle under a test should obey all traffic regulations and laws unless it comes across dangers or other special working conditions.
