Shanghai (ZXZC)- On April 13, Changchun municipal government, Jilin Province issued the Changchun Regulations on Intelligent and Connected Vehicles Road Testing (Trial) (“Changchun Regulations”), joining Shanghai, Beijing, Shenzhen and Chongqing in issuing road testing regulation for self-driving vehicles. 

The Changchun Regulations require the testing applicant to provide a statement or introduction regarding the tested vehicles and a work program of road test application. Besides, it also requires the test applicant to provide a certificate of minimum traffic accident insurance of RMB 5 million or an equivalent letter of guarantee and a letter of commitment for economic compensation. 

Under the Changchun Regulations, tested vehicles should not be registered with the authority but must possess all driving functions same as conventional motor vehicles. Tested vehicles are required to be able to switch between “human operation” and “self-driving” modes “in a safe, swift and simple way” so as to ensure the testing driver can take over the control under any circumstance. The tested vehicles should be equipped with monitoring devices from third parties so that they can transfer real-time information relating to the control model of the tested vehicle, vehicle location as well as speed and acceleration speed. Besides, the tested vehicles also must be able to automatically record and store specified information for the period at least 90 seconds prior to and after an accident or malfunction.

The Changchun Regulations require the testing driver must hold a valid driving license of quasi-driving type with at least 3-year driving experience and signs a labor contract with the applicant. Besides, a testing driver should have more than 50-hour intelligent-connecting driving system operation experience (of which at least 40 hours need to be experienced in specified ICV driving scenarios). Besides, a testing driver should take a 30-minute break every 2 hours and total testing time per driver should not exceed 8 hours per day.

The Changchun Regulations also point out that in case of a minor traffic accident during the road testing, the third party regulatory institution should suspend the applicant's testing. The testing applicant is required to submit to the authorized third party institute a self-evaluation report regarding the accident or an accident liability confirmation issued by public security or traffic management department, and then is allowed to apply to resume testing.
