MIIT props up Hainan to popularize NEVs across whole island

Shanghai (ZXZC)- On July 26, the Ministry of Industry and Information Technology (MIIT) and Hainan Provincial Government signed a strategic cooperation agreement to promote deep and comprehensive reform and opening up, saying both parties will deepen partnerships in such areas as widening opening up in petrochemical industry, promotion and application of green vehicles, intelligent connected vehicles and the construction of Wenchang Astro City.

The MIIT will shore up Hainan to popularize green cars across the whole island, promote the development of NEV-related industries, and build up a nation-level all-region NEV application demonstration area.

A slew of government policies clearly read that central government will support Hainan to build up a national ecological civilization pilot zone, and Hainan needs to accelerate promotion of NEVs and energy-saving vehicles.

To help realize the goal, the Ministry of Transport issued an implementation plan, requiring Hainan to develop time-leasing cars and sharing bicycles, accelerate the promotion and application of NEVs and energy-saving vehicles, and actively guide NEVs to be applied in car-sharing field. By 2019, Hainan should have its NEV buses taken up 80% of its new and changed buses.  

To help promote NEVs and energy-saving vehicles, Hainan Province plans to phase out fuel-powered vehicles, and announced that it will implement license-limitation policy from May 16, 2018. Shen Xiaoming, governor of Hainan Province stated that Hainan plans to popularize NEVs in whole island by 2030.

According to Hainan's NEV promotion target of 13th five-year plan, Hainan targets to own more than 30,000 NEVs and build over 28,000 charging piles by the end of 2020. Till the end of 2017, Hainan's NEV population reached more than 15,000 units and the number of charging piles was 2,881.
