China’s Hainan province to build NEV battery recycling system

Shanghai (ZXZC)- China's Hainan Province is seeking to build a recycling system for waste and used NEV traction batteries to achieve the province-wide lifecycle monitoring and management of NEV batteries, according to a file released by Hainan's provincial industry and information technology bureau a few days ago.

According to the local authority, a complete monitoring and recycling system should be established to make sure the spent batteries could be effectively withdrew into standard recycling channels. To form mature development models for the recycling industrial chain, a set of pilot projects for cascade utilization of decommissioned NEV batteries and a relevant transaction platform will be encouraged to make the usage, storage, transportation, recycling, disassembly and reuse of power batteries conducted in an orderly manner.

To achieve the aforesaid goals, Hainan's government plans to set up a power battery traceability management system, involving the strict abidance of national regulations and rules about product traceability, a mechanism for checking, monitoring and managing information traced, and a system for punishing those who fail to perform relevant management obligations.

Furthermore, it is required to establish reasonable maintenance & recycling spots, strengthen the monitoring over the recycling of scrapped traction batteries, and intensify policy constraint and guidance for the purpose of building battery recycling network.

The file also points out car owners should let the wasted NEVs and scrapped batteries recycled and disassembled by qualified enterprises. If the batteries were damaged in traffic accidents, corresponding NEV sellers can deregister the batteries on the national traceability platform after receiving relevant insurance or authentication proofs offered by car owners.

What's more, companies are encouraged to make full use of their existing sales service network and set up maintenance spots in regions where consumers are mainly distributed, in order to repair, replace and recycle NEV batteries.
