Points of 2019 and 2020 can be combined for assessment. At the same time, the threshold for new energy points is down to 30,000 units , which means that more enterprises are to face the dual points assessment. By the year of 2019, passenger vehicle enterprises should meet the requirements of new energy vehicle point proportion, and those who cannot meet the requirements will produce new energy vehicle negative points, which need to be offset by buying new energy vehicle positive points from other enterprises.

Currently, enterprises with high new energy points proportion include BYD, JAC, ZOTYE, Geely and Chery. Their proportion are more than 15%. Among them, BYD has the highest proportion, 80.6%.

According to the data from January to August in 2017, SAIC, Dongfeng, and FAW have the highest pressure for meeting the new energy standards. Especially FAW, proportion of new energy accounted for nearly zero, so does the proportion of new energy vehicle points. “This makes it difficult for us to implement the dual points policy.” said Cui Dongshu, Secretary General of CPCA. “With new energy vehicles products gradually in place in 2020, we believe that the proportion of new energy vehicle points can be effectively achieved.”
