SHANGHAI April 14th, 2017 ZXZC – Beijing Legislative Affairs Office issued consultation of Regulations on Administration for Beijing’s Motor Vehicles parking (a draft submitted for approval) on April 12th, which is Beijing’s first management method raised to local regulation and to punish motor vehicles with both scores and money. The regulation is expected to coming into effect this year, according to Beijing Transport Administration Commission.

The “Double Punishment” will be implemented in the Whole City

The draft submitted for approval drew up by Beijing Transport Administration Commission has a total of 7 sections and 61 items, including stipulations for parking facility planning and construction, parking facility settings and management and codes of conducts for drivers and the corporation offering parking service. It will solicit opinions from the general public from April 11st to May 10ty.

In the beginning of last year, the traffic control department set up marking lines for illegal parking in sides of the main roads, hospitals, shopping malls, No Parking areas of stations and so on, thus parking in areas with these marking lines will be punished for 200 yuan and 3 scores.

Parking Lots without Filed in are to be Punished Ten Thousand Yuan for Each Set

Beijing Transport Administration Commission has determined to consider the roadside temporary parking fees as non-tax revenue of governments, and the income should be handed over to the country finance in full.

It has been stipulated by the draft that, the parking management companies will be punished for 10 thousand yuan if they didn’t put their parking berths on records; setting up and adjusting parking berths on urban roads unauthorizedly will be punished for 2000 yuan for each parking set; stop or change the usage of parking lots unauthorizedly will be pubished for 10 thousand yuan and the  punishment information will be filed in the publish credit record of Beijing city.

The Existing Government Regulations can’t Meet Current Requirements

According to related departments of Transport Administration Commission, the draft submitted for approval is based on the Regulations on Administration for Beijing’s Motor Vehicles parking and raised the existing government regulations to be local regulations. The new regulation is expected to come out this year after asking for public opinions.
