Experts: Vehicle Supply to be Reduced with New Regulations of Car-hailing Taking into Effect

SHANGHAI December 26th, 2016 ZXZC –Recently, Beijing and Shanghai carried out their new regulations of car-hailing service. The New regulations insist on “Local car-hailing with local cars” and have significant changes in entry conditions of vehicles according to customer opinion collection.

Beijing has 125 points modified in three policy documents. The most significant change is to loosen the requirement of vehicle specification.

According to Ma Rui, deputy director general of the Transport Bureau of Beijing Municipal Commission of Transport, the wheel base of five-seat vehicle is adjusted from 2700mm to 2650mm with 1.8L displacement; while the wheel base of seven-seat vehicle is adjusted to be 3000mm, the displacement is 2,0L.

While in Shanghai, the wheel bases of vehicles are to be broaden to above 2600mm, and there are no longer distinctions between vehicles that run on fuel or new energy vehicles.

According to Yang Xiaoxi, deputy director of Shanghai Municipal Transportation Commission, the new regulations remained the restrictions for registered residence and plate number out of consideration for comprehensive traffic development strategies.

Guangzhou also carried out new regulations for car-hailing yesterday. The biggest change of the regulations is to ask drivers to possess the city’s household register or residence permit. For the transition of new regulations, Beijing has set a 5-month interim period while Shanghai and Guangzhou will have the new regulations put into effect with immediate effect.

Zhu Wei, deputy director of the Research center of Communication Law of CUPL thought there are two questions for car-hailing service companies and governments to implement “local car for local people”. Firstly, supply of vehicles will decline and public transport should be added to make up for it. Secondly, prices of car-hailing will certainly increase due to reduced vehicle supply, thus customers may need a period for acceptance and car-hailing platforms also need time for adjustment.
